According to the "Regulations on the Payment of Expenses for Local Public Representatives and Subsidies for Village and Neighborhood Chiefs' Administrative Affairs," village chiefs can receive a monthly administrative subsidy of NT$50,000.

Yuanshan Township Zhonghua Village Chief Hsu Cheng-tung was recalled in 2020. Chang Yi-hua appointed a specialist surnamed Huang from the Yuanshan Township Office to act as village chief, and later also appointed him to act as Hubei Village Chief.

Prosecutors suspect that during Huang's tenure as acting village chief, Chang Yi-hua allegedly demanded Huang hand over the monthly NT$50,000 administrative subsidy for village chiefs, using it to cover personal expenses. Prosecutors launched a search yesterday and summoned Chang Yi-hua, Li Yong-he, Huang, a female worker surnamed Kuo, and Section Chief Cheng from the Yuanshan Township Office for questioning.

After further questioning by prosecutors, Chang Yi-hua and Li Yong-he were deemed to be suspected of violating the Anti-Corruption Act by embezzling public property, and there was a risk of collusion with witnesses and destruction of evidence, so a request for their detention was filed with the court. Huang and Kuo were released on bail of NT$200,000 and NT$100,000 respectively, while Section Chief Cheng was released.

Chang Yi-hua, 51, previously served as a representative for the 18th, 19th, and 20th terms of Yuanshan Township residents and as a member representative for the 15th term of the Yuanshan Township Farmers' Association. After completing two terms as township mayor this year, he intends to run for county councilor. His wife, KMT County Councilor Huang Wen-ju, is taking over to run for township mayor. The KMT Yilan County Party Headquarters announced in April that Huang Wen-ju would be nominated to run for Yuanshan Township Mayor, and this case has also attracted attention in political circles.
