(Central News Agency reporter Cheng Wei-chen, Changhua, May 13) A man surnamed Chang, who operates a clinic in China but does not possess a Taiwanese dentist license, illegally provided medical services to patients in Changhua County. He earned over NT$1.2 million in more than two years. The Changhua District Court sentenced him to 6 months imprisonment for violating the Medical Practitioners Act, with a 3-year probation.
The Changhua District Prosecutors Office's indictment stated that based on the intent to illegally perform medical services, the man surnamed Chang set up dental treatment chairs and equipment between 2023 and May 2025 (ROC year 112 to 114) and personally performed medical procedures such as denture fabrication, bite registration, try-in, impression taking, and installation for patients, which only licensed dentists are allowed to perform.
The man surnamed Chang charged NT$200 to NT$300 for each denture adjustment, NT$4,000 per ceramic denture, and NT$12,000 per full removable denture, profiting over NT$1.2 million in more than two years. The Changhua County Health Bureau, in conjunction with the police, conducted an inspection and seized account books, treatment chairs, grinders, surgical blades, and anesthetic injections on site.
The man surnamed Chang stated that he operates a clinic in China and currently resides in Taiwan for an extended period, traveling to China once or twice a year to oversee clinic operations.
The judge believed that the defendant's actions posed potential risks to patients' lives and physical health and undermined the sound development of the medical system. Considering that he admitted his crime, returned the illicit gains, and showed a good attitude after the crime, he was sentenced to 6 months imprisonment for illegally practicing medicine under the Medical Practitioners Act, with a 3-year probation. During the probation period, he will be subject to protective supervision, must pay NT$500,000 to the public treasury, and receive legal education. Additionally, the illicit gains of NT$1.2 million were confiscated. The verdict can be appealed. (Edited by Chang Ya-ching) 1150513
