The Paper reported today that the 'Low-Altitude Safety Division' has been officially set up on the CAAC's website, and its 'institutional responsibilities' include the aforementioned tasks.

The report mentioned that former CAAC Director Li Jiaxiang stated at the '2026 Low-Altitude Industry Collaboration and Ecological Partner Development Forum' on the 9th that the Office of the Central Institutional Organization Commission had officially approved the CAAC's proposal to establish a 'Low-Altitude Economy Division', which the administration then decided to name the 'Low-Altitude Safety Division'.

In July 2025, the CAAC stated that to implement the central government's decisions and strengthen the organization, leadership, and coordination of work related to general aviation, unmanned aerial vehicles, and the low-altitude economy, it had optimized and adjusted its 'General Aviation Work Leading Group', 'Civil Unmanned Aerial Vehicle Management Leading Group', and 'Promoting Low-Altitude Economy Development Work Leading Group' to form the 'General Aviation and Low-Altitude Economy Work Leading Group'.

The CAAC said at the time that the head and deputy head of this leading group would be concurrently held by the CAAC's director and deputy directors, with members including heads of relevant business departments. The leading group's main tasks include implementing central government decisions, researching and determining key work arrangements for promoting general aviation and the low-altitude economy, and coordinating and resolving inter-departmental and central-local issues. At the same time, a 'Leading Group Office' was established with 6 special working groups, and relevant working mechanisms were established.

The CAAC stated that after establishing the 'Low-Altitude Safety Division', it will focus on work such as development planning, aircraft airworthiness certification, market supervision, flight operation supervision, flight service support, construction of flight service dispatch platforms, and building a safety supervision system to promote the safe and orderly development of general aviation and the low-altitude economy.
