To Build 6G Development Environment, Ministry of Digital Affairs Aims to Submit Spectrum Preparation Plan by End of This Year
Taiwan's Ministry of Digital Affairs (MODA) plans to submit a 6G spectrum preparation plan by the end of this year, anticipating 6G communication services to be commercialized by 2030. This comes as the International Telecommunication Union (ITU) is expected to finalize 6G technical standards next year, with MODA actively reviewing existing spectrum and consulting with current users.

(Central News Agency reporter Chao Min-ya, Taipei, May 13) According to international forecasts, 6G communication services will achieve preliminary commercialization in 2030. Zeng Wen-fang, Director-General of the Department of Resources Management, Ministry of Digital Affairs, stated today that the International Telecommunication Union (ITU) is expected to formally confirm 6G-related technical standards next year. The Ministry of Digital Affairs has already initiated a spectrum inventory and consultations with existing users, striving to submit a spectrum preparation plan by the end of this year.
Zeng Wen-fang stated that mobile communication technology develops in approximately 10-year cycles, and it is widely anticipated internationally that 6G will be officially commercialized in 2030. 6G is expected to combine satellite and Non-Terrestrial Network (NTN) technologies, aiming to achieve "ubiquitous" high-speed and smooth connectivity, to be applied in smart transportation scenarios such as connected vehicles through high-speed, low-latency networks; it will also integrate artificial intelligence (AI) for optimized management.
Zeng Wen-fang pointed out that the Ministry of Digital Affairs is responsible for spectrum planning and management, and has launched relevant actions in response to the future development of 6G. As operators, after bidding for and acquiring frequencies, need to submit applications to the National Communications Commission (NCC) and deploy base stations, "it won't happen in less than a year and a half." Therefore, spectrum inventory and licensing schedules need to be planned in advance.
Zeng Wen-fang said that existing users of the 700, 900, and 1800MHz bands will expire by the end of 2030 and will be publicly released. In addition, there are popular 6G bands internationally, and the Ministry of Digital Affairs will conduct inventory based on international development trends. She emphasized that Taiwan cannot use unique frequency bands on its own; it must connect and synchronize with the global ecosystem, "so that everyone's mobile phones can be used worldwide."
Zeng Wen-fang stated that spectrum planning is like "invisible urban renewal," involving existing users of frequency bands. The Ministry of Digital Affairs conducted user interviews in early May and also understood the interests of existing telecommunication operators. It is expected to propose a spectrum preparation plan by the end of this year, and after the spectrum preparation is completed, it will further promote 6G spectrum licensing.
