This 3-year cooperation project includes strengthening reimbursement systems for innovative medical technologies, refining provisional payments, and establishing evaluation frameworks for innovative therapies such as gene and cell therapies.

The National Health Insurance Administration and the Center for Drug Evaluation (CDE) renewed their cooperation agreement with the UK's National Institute for Health and Care Excellence (NICE) on May 11, launching a new phase of Taiwan-UK health technology assessment cooperation. This will combine the legislation for Taiwan's National Health Technology Assessment Center as an administrative法人 to comprehensively promote an innovative health technology assessment framework.

The NHIA explained in a press release today that following the first signing with NICE in May 2023, this cooperation agreement was renewed by NHIA Director-General Chen Liang-yu under the witness of Minister of Health and Welfare Shih Chung-liang, planning cooperation priorities from 2026 to 2028, focusing on four major policy axes.

The second point is "sharing experience in cancer digital governance." The NHIA said that both parties will share how to promote the international standard format FHIR (Fast Healthcare Interoperability Resources) through the digital transformation of cancer treatment to accelerate pre-approval and establish a dynamic evaluation mechanism for the real-world benefits of cancer treatment.

The third point is to "cultivate professional talent and deepen international cooperation." The NHIA stated that through education and training, expert exchanges, and information network cooperation, Taiwan's Health Technology Assessment (HTA) professional capabilities will continue to be enhanced. The fourth point is to "incorporate social perspectives," strengthening the integration of medical, long-term care, and social care resources and policy evaluation capabilities.

Chen Liang-yu stated that through continued cooperation with NICE, a top international HTA institution, Taiwan will further strengthen the integration of its National Health Insurance health technology assessment, reimbursement system, and medical information digitalization, improve the efficiency of medical data governance, and promote the rational allocation of medical resources to ensure the sustainable development of the National Health Insurance system.
