(Central News Agency reporter Chen Chieh-ling, Taipei, 13th) Two doctors and medical material suppliers from Taichung Veterans General Hospital, along with others, totaling five individuals, were indicted for allegedly allowing medical material suppliers to perform unauthorized surgeries and share profits. The Ministry of Health and Welfare (MOHW) will confirm the content of the indictment with the Ministry of Justice, examine whether there is new evidence, and evaluate whether disciplinary action is required. Sanctions could exceed temporary suspension, potentially including license revocation.
The Taichung District Prosecutors Office received a complaint from the Taichung City Health Bureau in January this year, alleging that unauthorized medical material suppliers were illegally performing medical procedures during neurosurgery at Taichung Veterans General Hospital. Prosecutors found that two doctors also received profit-sharing, and recently indicted five individuals, including the doctors and suppliers.
Kuo Wei-chung, a specialist from the MOHW's Department of Medical Affairs, stated in a media interview today that after the Taichung Veterans General Hospital incident came to light, local competent authorities initiated administrative investigations. According to Article 28-4 of the Medical Practitioners Act, the involved doctors were suspended for one month, and this suspension has been completed. The Taichung City Health Bureau also fined the hospital for management negligence.
Kuo Wei-chung said that the MOHW will further confirm the official indictment details with the Ministry of Justice to check for any new evidence requiring disciplinary action and to evaluate whether further sanctions, such as disciplinary transfers or more severe penalties, are necessary. At that time, sanctions may not be limited to suspension but could potentially include license revocation.
Regarding the nationally applicable operating room guidelines developed by the MOHW, Kuo Wei-chung stated that in accordance with Article 35 of the Medical Accident Prevention and Dispute Resolution Act, the Joint Commission of Taiwan (JCT) formed a special task force in late January this year to conduct on-site visits. To date, the special task force has held 10 meetings, and relevant content is being compiled, with the goal of clearly defining the qualifications of personnel entering and exiting operating rooms, expected to be announced by the end of June.
