Considering Ms. Chang's full confession and remorse, the Taipei District Prosecutors Office today granted her deferred prosecution under the Anti-Corruption Act, requiring her to pay NT$100,000 to the public treasury.

The Taipei District Prosecutors Office investigated that in 2025, Ms. Chang was responsible for representing a construction company in applying to the Taipei City Daan Land Office for an urban renewal pre-screening. Her initial application was rejected by technician Wang due to missing documents.

According to the deferred prosecution disposition, to accelerate the urban renewal pre-screening process, Ms. Chang called to confirm Mr. Wang's presence at work on March 19 last year, then immediately went to the Daan Land Office. She placed NT$25,000 in cash into a small envelope, which she then put into a large white envelope along with relevant documents and handed it to Mr. Wang, asking him to check the supplementary documents. However, Mr. Wang, being busy, asked Ms. Chang to just leave it on his desk.
