(Central News Agency reporter Chang Yi-lien, Kaohsiung, May 13) The former Director of General Affairs of National Kaohsiung University of Science and Technology (NKUST), surnamed Lin, was involved in leaking information about a campus lane control system procurement project to his brother's technology company, illegally profiting millions. After trial by the Kaohsiung District Court, Lin was sentenced to 12 years in prison for corruption and other charges, while his brother was sentenced to 9 years. The verdict can be appealed.
The Kaohsiung District Court judgment states that after the merger of National Kaohsiung University of Applied Sciences, National Kaohsiung First University of Science and Technology, and National Kaohsiung Marine University into National Kaohsiung University of Science and Technology in 2018, a plan was made to establish intelligent lane control systems for its five campuses.
The judgment mentioned that Lin and his brother established a technology company in 2016 to develop a license plate recognition system, and Lin served as an undisclosed shareholder of the company. After the merger of the three universities, Lin became the head of the Department of Computer Science and concurrently served as the Director of General Affairs of NKUST. Lin allegedly collaborated with Li, the section chief in charge of the vehicle management procurement project, and others, taking his brother to conduct on-site surveys and leaking bidding content before the tender, allowing the technology company to win the bid for 8 million yuan.
In addition, after reviewing relevant evidence, the judge found that Lin and others were also suspected of defrauding 400,000 yuan in research subsidies by applying to the Ministry of Science and Technology through industry-academia cooperation, and then reimbursed expenses with false invoices.
The judge considered that Lin's criminal activities spanned 10 years, the total illegal gains were substantial, causing damage to the school and affecting society. Lin denied the charges after the crime, repeatedly making excuses and showing no remorse. He committed 20 offenses, and was sentenced to 12 years in prison, deprived of civil rights for 5 years, with a convertible fine portion of 2 years, and illegal gains of over 2.21 million New Taiwan dollars confiscated, for crimes including joint fraud by three or more persons and joint profiteering by non-public officials and public officials in charge of affairs.
As for Lin's brother, he committed 21 offenses and was sentenced to 9 years in prison, deprived of civil rights for 4 years, with a convertible fine portion of 2 years, and illegal gains of 1.98 million yuan confiscated. Section Chief Li and Section Member Chuang were sentenced to 4 years and 2 years in prison respectively for crimes including joint profiteering by public officials in charge of affairs. Other involved persons and companies were sentenced to 3 months to 1 year and 2 months in prison or fines for violating the Commercial Accounting Act, Government Procurement Act, and other laws. The verdict can be appealed. (Editor: Li Heng-shan) 1150513
