Central News Agency (CNA) Taipei, May 13 (Reporter Lai Yu-chen) The Executive Yuan will discuss and pass a draft amendment to parts of the "Energy Management Act" tomorrow, explicitly incorporating "renewable energy" and "thermal energy" into the scope of energy within the provisions. It will also strengthen demand-side energy management by publicizing energy sales statistics and increasing penalties for related violations, among other measures.

To improve the definition of energy, promote deep energy conservation, strengthen demand-side energy management, and enhance energy efficiency, the Executive Yuan will pass the draft amendment to parts of the "Energy Management Act" tomorrow, which was drafted by the Ministry of Economic Affairs and reviewed and organized by Executive Yuan Political Commissar Yeh Chun-hsien. The draft will then be sent to the Legislative Yuan for deliberation.

The draft explicitly includes "renewable energy" and "thermal energy" in the scope of energy to complete the energy definition. To strengthen demand-side energy management, it will also publicize energy sales statistics to enhance the utilization benefits of energy information. At the same time, it will require energy users to install self-generation and energy storage equipment, strengthen local governments' capacity to inspect and manage energy conservation and use, and increase penalties for violations of the Energy Management Act and review related illegal behaviors, hoping to encourage manufacturers and operators to implement energy conservation regulations.

Currently, petroleum, natural gas, and electricity industries are managed by relevant laws regarding their market order and supply. To improve other energy products designated by the central competent authority, the draft stipulates that the central competent authority may announce and designate the import, export, production, and sales of "specific" energy products. Operators must obtain permission and a license before operating, and the central government may also delegate management matters such as operating permits and license renewals to local counties and cities.
