Further investigation revealed that the software was written by investigator Hong of the Ministry of Justice Investigation Bureau, who was paid for his work. After searches on May 8th, investigator Hong was detained.

The Investigation Bureau issued a press release stating that during an investigation into a corruption case by the Taoyuan City Investigation Office, it was separately discovered that investigator Hong had dealings with gambling operators and was suspected of assisting them in designing gambling programs. From 2015 onwards, Xu allegedly used his position as the person in charge of information procurement cases, such as computer equipment for the city police department, to contract information procurement cases for the city police department. He is suspected of violating the Government Procurement Act and the Public Servants' Interests Disclosure Act, and is implicated in the crime of illegal profiteering from official duties under the Anti-Corruption Act.

Hong is suspected of public gambling and money laundering offenses under the Money Laundering Control Act.

The Taoyuan District Prosecutors Office stated that on May 8th, the special project team searched Hong's residence and office at two locations and took him into custody. After questioning by the prosecutor, Hong was deemed to be seriously suspected of the aforementioned crimes and had a risk of destroying evidence.
