The Changhua County Fire Department received a report around 10 AM and dispatched personnel to the scene, where they found the small truck driver, surnamed Chou, trapped inside the vehicle with no breathing or heartbeat. After being extricated, he received appropriate first aid and was immediately transported to the hospital by ambulance, but ultimately could not be saved.
The Third Highway Police Brigade of the National Highway Police Bureau, Ministry of the Interior, stated that preliminary investigations indicate the driver, surnamed Chou, was traveling on the auxiliary lane of National Freeway 1 southbound at the 197.8-kilometer mark in Changhua City. He allegedly failed to notice the conditions ahead, resulting in collisions with two large trucks and one small truck. The scene was cleared at 11:31 AM, and all lanes were reopened.
