The Kaohsiung City Water Resources Bureau stated in a press release today that the "National Freeway No. 7 Kaohsiung Section New Construction Project Shilong Creek Detention Basin Compensation Facilities Project" is a collaborative flood control compensation project promoted by the central and local governments. Although the main project of National Freeway No. 7 by the Freeway Bureau has not yet started construction, the city government has already initiated the delegated project to proactively strengthen regional flood control capacity and enhance flood prevention effectiveness.
The Water Resources Bureau pointed out that the new route of National Freeway No. 7 Kaohsiung Section is expected to cross the Shilong Creek detention basin. Due to the installation of bridge piers and the reconstruction of retaining walls for Chengkuan Road, it is estimated that the original Shilong Creek detention basin will lose approximately 14,000 tons of storage capacity.
To ensure that the compensation work not only makes up for the affected volume but also further enhances the overall watershed's flood control capability, after multiple site visits and coordination, it was decided that the Freeway Bureau would entrust the city government to undertake the compensation facilities project. The already completed Renwu Industrial Park detention basin will be deepened by an additional 2 meters, which will increase its storage capacity by approximately 43,000 tons upon completion.
The Water Resources Bureau explained that this project not only enhances flood control capacity but also considers construction, environmental, and traffic impacts. Choosing to implement the compensation plan at the Renwu Industrial Park detention basin avoids large-scale excavation at the original Shilong Creek detention basin site, maintaining existing vegetation and natural landscapes, and reducing future maintenance and management needs.
In addition, the project will generate approximately 43,000 cubic meters of earthwork, which will be managed according to the earthwork balance principle in the environmental impact assessment regulations, avoiding external transportation to reduce traffic impact on surrounding roads. The Water Resources Bureau stated that the city government will continue to promote flood control construction from the perspective of overall watershed governance, and through central-local cooperation, balance major transportation construction with local disaster prevention and safety.
