(Central News Agency reporter Kao Hua-Chien, Taipei, 12th) Examination Yuan Vice President Hsu Shu-Hsiang today visited the Nangan Township Office in Lienchiang County for a forum. Regarding the 13 personnel issues and suggestions raised by the Nangan Township Office, such as organizational grading and staffing flexibility, optimization of salary and benefits, the Examination Yuan stated that these related issues will be included as important references for subsequent system reviews.

The Examination Yuan stated in a press release that Hsu Shu-Hsiang today led Examination Commissioners Chiu Wen-Yen, Teng Chia-Chi, Lu Chiu-Hui, Huang Tung-Yi, as well as personnel from the Examination Yuan and its subordinate agencies, to the Nangan Township Office in Lienchiang County. They held a forum on examination, personnel, and training affairs, exchanging in-depth views with the township office's administrative team and staff from various sections on the utilization and challenges of grassroots civil service personnel.

In his address, Hsu Shu-Hsiang stated that in recent years, the Examination Yuan has continuously promoted direct exchanges with local governments and grassroots agencies. Through on-site forums, they gain an in-depth understanding of the actual situation of frontline local manpower deployment and system operations, serving as an important basis for subsequent policy improvements.

Hsu Shu-Hsiang said that in 2022, to prepare for the special examination for outlying islands, the Examination Yuan's first stop was to inspect the Matsu area. After multiple discussions with the three outlying island counties, the special examination for outlying islands was finally held in 2024. This examination should have a substantial effect on attracting local talent, and it is hoped that the special examination for outlying islands can continue to play a role in attracting and retaining talent.

Nangan Township Chief Lin Chih-Tung pointed out in his address that the Nangan Township Office has a lean workforce, but its business scope is diverse, ranging from civil affairs, social welfare to engineering construction. Grassroots staff often hold multiple positions, and the workload is relatively heavy. Especially when personnel take leave, parental leave without pay, or job transfers, it is difficult to arrange substitute personnel, which greatly affects the promotion of daily operations.

Lin Chih-Tung pointed out that it is difficult to recruit and retain talent in outlying island areas. He hopes that the central government can continue to provide more flexibility in the system for grassroots units, such as strengthening the substitute system, raising job grades, and reasonably adjusting relevant allowances and incentive measures, to help stabilize local civil service personnel.

The Examination Yuan stated that the Nangan Township Office raised 13 personnel-related issues and suggestions in this forum, including organizational grading and staffing flexibility, optimization of salary and benefits, and establishment of an efficient and transparent digital workplace environment. The Examination Yuan responded to each item, and the related issues will also be included as important references for subsequent system reviews. It hopes that through on-site visits, more local actual needs can be understood, making the forum an important channel for communication between the central and local governments.
