Miaoli County Police Bureau, Miaoli Precinct, stated today that an incident occurred on the 7th in front of the Ziyuan Community in Miaoli City, where a person drove into pedestrians and fled. Police immediately reviewed residential and surrounding surveillance footage, identified the suspect, and reported to Prosecutor Yan Hsin-yu of the Miaoli District Prosecutors Office for investigation. On the 9th, Ms. Cai was apprehended in Shanjiali, Zhunan Township.

Preliminary police investigation revealed that on the afternoon of the 7th, Ms. Cai drove two male friends to visit friends near Ziyuan Street in Miaoli City.
