Executive Yuan Political Commissioner Lin Ming-hsin stated that, as pointed out by the World Economic Forum, AI development and geopolitical changes are reshaping global risks. This is not just a technological issue but a governance challenge concerning national resilience and social trust. As an important member of the ICT industry chain and the democratic camp, Taiwan will continue to deepen cooperation with like-minded partners to jointly explore governance models that balance freedom and security.
The National Communications Commission (NCC) held the 2026 Internet Communication Governance Forum today. To expand governance effectiveness, this year, for the first time, it integrated multiple important forums and co-organized the 2026 Internet Week with organizations such as the Taiwan Network Information Center (TWNIC), the Internet Corporation for Assigned Names and Numbers (ICANN), and the Asia Pacific Network Information Centre (APNIC).
The joint opening ceremony of 2026 Internet Week was held this morning, attended by Executive Yuan Political Commissioner Lin Ming-hsin, Deputy Minister of Digital Affairs Yeh Ning, NCC Commissioners Wang Cheng-chia and Wang Yi-hui, as well as representatives from foreign regulatory authorities and industries.
Lin Ming-hsin stated in his speech that this year's integration of multiple important forums, covering topics such as network infrastructure, artificial intelligence (AI), and digital trust, fully demonstrates Taiwan's internet governance capabilities. This is not only an upgrade in event scale but also a concrete practice of the multi-stakeholder model.
He pointed out that the government highly values digital security and internet governance, having promoted the 'Artificial Intelligence Basic Act' and continuously refining fraud prevention laws, striving to build a stable, secure, and trustworthy digital environment from the foundational layer to the content layer.

Yeh Ning stated in his speech that AI has evolved from an auxiliary tool to intelligent agents and digital avatars, and internet governance has shifted from a technical scope to issues such as institutions, trust, and international collaboration. The Ministry of Digital Affairs is promoting an AI risk classification framework that aligns with international standards, assisting various regulatory authorities in inventorying regulations and systems, identifying potential AI risks, and ensuring that AI development balances technological application with safety and reliability.
Yeh Ning pointed out that the Ministry of Digital Affairs has four core tasks: promoting AI industry development to accelerate digital economic transformation, strengthening cybersecurity resilience and building a more robust information protection system, implementing anti-fraud measures to protect public property and social trust, and strengthening digital government construction to enhance the resilience and efficiency of public services.
Wang Cheng-chia stated in his speech that global digital governance has entered a new stage of 'proportional, accountable, and rights-respecting' from 'whether to regulate.' Facing a new environment shaped by generative AI and cross-border data, the governance model must shift from ex-post supervision to ex-ante prevention, and address illegal content such as fraud and child sexual exploitation through international collaboration.
He pointed out that internet governance needs to strike a balance between certainty and openness. Laws provide foreseeable boundaries, allowing the public to understand how freedom is protected, how rights are remedied, and what responsibilities platforms should bear, while also retaining flexibility to respond to rapid technological development and changing risks.
Wang Cheng-chia stated that internet governance requires the joint maintenance of multiple stakeholders. Last year, the NCC invited government agencies, civil society organizations, industry players, and experts to deliberate and announced the 'Guidelines for Internet Service User Complaints and Remedy Mechanisms' and the 'Guidelines for Internet Service Provider Transparency Reports,' adopting soft law governance to promote trust through transparency and protect rights through procedures. He hopes that through forum exchanges, challenges can be transformed into a starting point for collective learning, building a more resilient and human-centered digital society.
