Lu Hsiao-ling, Director of the Indigenous Affairs Department, stated that Huang Song-guang systematically completed the survey, numbering, and improvement of external roads in indigenous communities across the county, and planned a blueprint for public construction in 32 communities, including public spaces, drainage systems, environmental landscapes, and cultural facilities, effectively improving the quality of life and residential safety in the communities.
Lu Hsiao-ling said that Huang Song-guang led important construction projects such as the road improvement project from Tai'an to Nanzhuang, the construction project of the Atayal Cultural Industry Zone, and the Indigenous Peoples Service Center in Toufen metropolitan area, all of which have landmark significance.
Huang Song-guang, an overseas Chinese student from Hong Kong, graduated from National Taiwan University with a degree in civil engineering. After entering public service in 2001 (Year 90 of the Republic of China), he became the son-in-law of a Hakka family in Miaoli. He said that indigenous areas are remote, and road conditions and geological conditions are much worse than in flat areas, requiring more time and funds for construction.
