Executive Yuan Political Commissar Chi Lien-cheng today instructed during a flood and drought preparedness meeting that, in the face of complex disasters, the concept of disaster prevention and relief must shift to pre-disaster deployment. At the same time, the disaster prevention and relief system must be strengthened. The government will accelerate the enhancement of communication resilience in remote and easily isolated areas, and local governments must also diligently prepare safe food and supplies.

With the start of the flood season in May, Premier Cho Jung-tai today instructed Chi Lien-cheng to convene the "2026 Flood and Drought Preparedness Meeting," inviting disaster prevention partners from various ministries and representatives from all municipalities and county governments for a video conference to comprehensively review human resources, material resources, and various disaster prevention resources.

The Executive Yuan issued a press release after the meeting, stating that Chi Lien-cheng remarked that in facing the challenges of complex disasters, the concept of disaster prevention and relief must completely transform from "post-disaster remediation" to "pre-disaster deployment," upholding the core spirit of prevention being more important than relief and leaving disaster being better than prevention. Regarding the strengthening of the disaster prevention and relief system, disaster prevention and relief offices in various county and city governments should adopt fixed staffing and implement the operational mechanism of disaster prevention collaboration centers.

To build more resilient disaster prevention and relief infrastructure, Chi Lien-cheng said that the government will accelerate the deployment of low-orbit satellites and disaster-resistant microgrids in remote and easily isolated areas to ensure uninterrupted communication and power supply during disasters. The disaster roaming activation mechanism should also be more flexible to meet the needs of affected residents.

Regarding shelter arrangements and livelihood preparedness during disasters, Chi Lien-cheng pointed out that the government particularly emphasizes a "people-centered" approach. In addition to local governments diligently stockpiling 10 to 14 days of safe food and supplies, a complete contact and evacuation network should also be established for vulnerable groups in high-risk areas. He also said that shelter arrangements in indigenous communities will be more culturally sensitive, with assistance provided in native languages, and if schools are used as temporary shelters after a disaster, the educational rights of students and campus safety will also be taken into account.

Chi Lien-cheng also instructed that misinformation during disasters can easily cause social panic. Each competent authority must promptly and proactively clarify information at the first instance and disseminate correct information through official social media platforms to stabilize public sentiment. He hopes that through close cooperation between the central and local governments, they can jointly safeguard the lives and property of the public.

Political Commissar Chi said that disaster prevention and relief work is never perfect, only better. No single ministry or county can cope with the challenges of extreme weather alone.
