He is suspected of committing the crime of making false entries in business documents, and prosecutors are seeking a heavy sentence, considering his past convictions for defrauding National Health Insurance.

The Taoyuan District Prosecutors Office stated that this case originated when Prosecutor Lai Ying-ying, while serving as a prosecutor in the Taoyuan District Prosecutors Office's enforcement division between 2024 and 2025, discovered that multiple inmates residing in Taoyuan City had applied for suspension of imprisonment using medical certificates issued by Yan An Clinic.

The Taoyuan District Prosecutors Office noted that since all inmates sought medical treatment across districts, it was highly suspicious. Upon expanded investigation, it was found that multiple other inmates residing in Hsinchu, Keelung, Taichung, Chiayi, and other areas also deliberately traveled long distances to Yan An Clinic for self-paid consultations and to obtain medical certificates. The medical certificates consistently stated diagnoses such as concussion or gastrointestinal bleeding. Therefore, on February 9 this year, these inmates were simultaneously summoned for questioning, and the Yan An Clinic was searched, and Dr. Chen was arrested.

The Taoyuan District Prosecutors Office's investigation revealed that between May 2023 and December 2025, Dr. Chen falsely issued medical certificates stating conditions such as concussion or upper gastrointestinal bleeding for prices ranging from NT$1,000 to NT$2,000 per certificate. Some individuals then used these false medical certificates to apply to judicial authorities, including the Taoyuan District Prosecutors Office, for suspension of imprisonment, leave from court appearances, or suspension of detention, thereby undermining the accuracy of judicial authorities' case reviews.

The Taoyuan District Prosecutors Office believes that Dr. Chen is suspected of committing the crime of making false entries in business documents in connection with the false medical certificates. He was recently indicted. Considering that since 2014, he has been repeatedly convicted for defrauding National Health Insurance and had his National Health Insurance contract terminated by the Central National Health Insurance Administration of the Ministry of Health and Welfare, yet showed no remorse and instead turned to profiting from issuing false medical certificates for self-paid patients, and still denied responsibility after being apprehended, showing no repentance, he has betrayed his medical professionalism and ethics.
