Tainan Mayor Huang Wei-che stated in his speech at the groundbreaking ceremony that the administrative procedures for the STSP development blocks A, B, C, D, E, N, and O district expropriation projects had already been initiated, and the land to be expropriated has been transferred to the city government. At the end of last year, a semiconductor factory expressed land demand, and the city government demonstrated highly efficient planning, awaiting the company's decision.
Huang Wei-che emphasized that the STSP A-O District Expropriation Project will commence with basic public facilities, including roads, detention ponds, parks, and parking lots. The city government will expedite construction, hoping to not only meet the land demand of STSP's high-tech industries but also provide sufficient land for public facilities around STSP, creating the latest development highlight for the Greater STSP living circle.
Chen Shu-mei, Director of the Tainan City Land Administration Bureau, reported that the project has a development scale of 375.22 hectares, covering An-ding, Shan-hua, and Hsin-shih administrative districts. Through urban planning, the previously low-utilization agricultural land will be transformed into a modern new town with comprehensive functions. The entire area is planned with 37.6 kilometers of complete road networks and 13 parks, including 10 parks that also serve as detention ponds, alleviating the drainage burden around STSP.
Chen Shu-mei stated that the project plans to provide a total of 73 hectares of industrial land to promote the entry of semiconductor and upstream/downstream related industries, and 158.98 hectares of residential and commercial land. It is worth noting that during the district expropriation process, about 97% of landowners chose to receive land compensation instead of cash compensation, indicating strong optimism from all sectors regarding the development around the park.
The Land Administration Bureau provided data indicating that this district expropriation project is being promoted in 6 phases, with an engineering cost of approximately NT$15.345 billion. Upon completion, it will provide land for "Industrial Support Service Zones" and "High-Quality Living Service Zones," and plans for rich public facilities such as parks, green spaces, schools, and medical facilities, which will significantly enhance local living functions and accelerate regional prosperity and sustainable development.
