Central News Agency (Reporter Yu Hsiao-Han, Taipei, 11th) - Mail delivery delays have occurred since the Northern Taiwan Mail Processing Center in Taoyuan was activated on the 4th. Minister of Transportation Chen Shih-Kai stated today that he has instructed Chunghwa Post's senior management to be present on-site daily for immediate handling, to quickly restore stable operational capacity, and safeguard public rights.

Chunghwa Post built the Northern Taiwan Mail Processing Center (A7) in Guishan, Taoyuan, but after its activation on the 4th, mail delivery delays and other issues emerged.

The Ministry of Transportation today issued a press release stating that Minister Chen Shih-Kai personally inspected the Northern Taiwan Mail Processing Center this afternoon to understand the current mail processing situation and the implementation of improvement measures.

The Ministry of Transportation said that the main causes of the problems are gradually being clarified, including: some large packages exceeding the original equipment specifications, increasing the burden of manual sorting; a high proportion of 14-digit and invalid barcode mails, affecting OCR recognition efficiency; new and outsourced personnel still needing to familiarize themselves with equipment and sorting processes; and a system mail information anomaly on the night of May 6th, which led to a large number of mails being classified as invalid barcodes, causing a temporary blockage of the conveyor chutes.

The Ministry of Transportation pointed out that it has instructed Chunghwa Post to continue reviewing and optimizing at the system and process levels, and in the short term, to increase manpower to implement improvement measures, including: refining sorting plans and equipment parameter settings; strengthening mail barcode quality and promoting 20-digit barcodes; continuously adding frontline operations and mail sorting personnel; intensifying education and training for new and outsourced personnel; improving the efficiency of manual coding and scanning operations; and strengthening the immediate supervision and response capabilities of on-site supervisors.

The Ministry of Transportation stated that the Northern Taiwan Mail Processing Center is an important construction for Chunghwa Post's promotion of smart logistics and postal modernization. After the first phase of trial operation began on April 7th, due to the simultaneous introduction of new equipment, new venues, and new operating procedures, coupled with some systems and equipment still being in the debugging and adjustment phase, some mail delays occurred. The Ministry of Transportation immediately requested Chunghwa Post to activate emergency response measures and continuously supervised by the Department of Industrial International Affairs.

After supervision by the Ministry of Transportation, Chunghwa Post has completed some equipment improvement operations, including adjusting the height sensing limits of automatic parcel sorters, strengthening the optical character recognition (OCR) mechanism for barcodes, and improving sorting processes, while continuing to increase on-site operations and outsourced personnel.

The Ministry of Transportation said that since the trial operation, it has continuously urged Chunghwa Post to actively improve various problems through on-site inspections, special project reviews, and dynamic supervision. In addition to continuing to supervise Chunghwa Post to accelerate the digestion of mail volume and stabilize operational efficiency, it will also simultaneously review the introduction of large-scale smart logistics systems, operational process design, human resource allocation, and risk management mechanisms to ensure that the Northern Taiwan Mail Processing Center can fully leverage the benefits of smart logistics and postal transformation.
