The second priority is to allow various industries to profit from tourism. He plans to connect fishing villages from Toucheng to Nan'ao Bay, create an "International Blue Highway" from Su'ao to Japan, and transform Yilan into a "3D Outdoor Playground of Mountains and Sea," accompanied by international events and festivals such as the "Yilan Marine Music Festival," to plan a new economic development engine for Yilan.

Lin Kuo-Chang stated that the third priority is to prevent young people from leaving their hometowns. By combining the Yilan Science Park, Longde Industrial Park, and marine energy development, he aims to build a "Taiwan Smart Marine Bay" in Su'ao, introducing high-end marine technology and AI drone industry chains to create high-paying job opportunities, allowing young people to stay in their hometown. He also pledged that upon election, he will establish the "Yilan Marine Development Office" to personally coordinate administrative resources, allowing Yilan to truly "develop towards the sea."
