(Central News Agency reporter Su Szu-yun, Taipei, 11th) IRIE Medical Aesthetics Clinic is suspected of being involved in hidden camera voyeurism. Some members of the public reported that when they requested refunds from IRIE, the company claimed that because it was an installment payment, the remaining balance had to be paid off first before a full refund could be processed. The Financial Supervisory Commission (FSC) stated that for consumer disputes involving unfulfilled service contracts, acquiring institutions or issuing institutions will handle the matter based on protecting cardholders' rights. Consumers will not encounter situations where they must pay off the full amount before receiving a refund. The FSC will further investigate individual cases.

The Legislative Yuan's Finance Committee today reviewed the FSC's budget for fiscal year 115 and conducted inquiries.

DPP legislator Lee Kun-cheng explained that a recent systemic hidden camera incident allegedly involving IRIE has caused controversy, and many people encountered obstacles when demanding refunds. Some businesses claimed, "Because it is an installment payment, the full amount must be paid first before a lump-sum refund can be processed," pushing responsibility to "bank regulations." He demanded that the FSC clearly explain the principles of credit card refunds to the public to prevent businesses from continuing to use "complying with bank regulations" as an excuse to refuse refunds.

FSC Banking Bureau Director Tung Cheng-chang explained that the situation mentioned by the legislator should not occur. There is a consistent regulation for credit card installment payments. The FSC will follow up by understanding the individual cases from the acquiring banks and issuing banks.

Tung Cheng-chang further explained that for credit card installment payments, in consumer disputes involving unfulfilled service contracts, whether it is an acquiring institution or an issuing institution, they will handle the matter based on protecting the cardholder's rights. Consumers will not encounter situations where they need to pay off the full amount before receiving a refund. If needed, the Financial Consumer Mediation Center can also provide assistance.
