(Central News Agency reporter Chang Yi-lien, Kaohsiung 11th) Former Kaohsiung City Council Speaker Tseng Li-yen, of the Kuomintang, was indicted on charges including corruption for allegedly embezzling assistant fees. She was sentenced to 12 years in prison in both the first and second trials, and the case is currently under review by the Supreme Court. The Kaohsiung High Court ruled to extend electronic monitoring for eight months, starting from April 15.

The criminal ruling of the Taiwan High Court Kaohsiung Branch pointed out that Tseng Li-yen was ordered to undergo appropriate electronic monitoring for eight months, starting from August 15, 114 (2025), which would expire on April 14 of this year. When presenting her opinion, Tseng Li-yen stated that due to her advanced age and poor physical and mental condition, various examinations and treatments were hindered or inaccurate due to wearing the electronic bracelet.

The judge considered that Tseng Li-yen served multiple terms as a city councilor, possessed extensive connections, and had the financial resources and ability to travel abroad or stay overseas for extended periods. There was a high possibility of her fleeing to avoid future trials or execution. Balancing this with the fact that wearing the electronic bracelet did not cause inconvenience beyond her normal daily life, the court ruled to extend electronic monitoring for eight months, starting from April 15.

The case originated when Tseng Li-yen served as a Kaohsiung City Councilor for three terms (after the merger of county and city) starting in 99 (2010), and was elected as the Speaker of the Kaohsiung City Council in the third term by-election. She, along with her younger sister and others, allegedly defrauded millions of New Taiwan dollars in public assistant subsidies through various means, such as using strawman assistants or underreporting wages while overstating them, to cover service office expenses and other personal uses.

Tseng Li-yen was sentenced to 12 years imprisonment and deprivation of civil rights for 6 years in the first trial by the Kaohsiung District Court for corruption and other charges. The Kaohsiung High Court upheld the 12-year imprisonment and 6-year deprivation of civil rights in the second trial. Recently, a ruling was made to extend her restriction from leaving the country and sea for eight months, starting from May 25. The entire case is currently under appeal to the Supreme Court.
