Before the photo shoot, Chuang Ching-cheng told media in a joint interview that Hsinchu City has relatively sound financial conditions, and without incurring debt, violating fiscal discipline, or crowding out education, social welfare, and major construction projects, municipal resources should truly respond to citizens' needs.

Chuang Ching-cheng said that after a thorough financial assessment, he will promote a universal cash payment of NT$10,000 to directly reduce the burden on citizens' families, while stimulating local consumption and economic circulation, allowing municipal benefits to truly feedback to citizens.

Chuang Ching-cheng also stated his proposal to increase the points on the Elderly Love and Care Card to 1200 points, with points cumulative across months and valid for one year, making usage more flexible, encouraging seniors to go out and interact more, which would make it easier to maintain health and also give children more peace of mind.

Regarding elderly care, Chuang Ching-cheng said that many cities and counties have implemented policies for free health insurance premiums for seniors aged 65 and above, and Hsinchu City has the capability and should do even better.
