(Central News Agency reporter Lin Chang-shun, Taipei, 11th) Suzhou GigaDevice Semiconductor Co., a Chinese IC design firm, recruited Taiwanese executive Shen Chi-te, who, without the Ministry of Economic Affairs' permission, established an office in Taiwan and enlisted former Texas Instruments colleagues to engage in business such as selling IC products for GigaDevice. The Taipei District Prosecutors Office today indicted him under the Act Governing Relations between the People of the Taiwan Area and the Mainland Area.

According to the indictment, Suzhou GigaDevice Semiconductor Co., Ltd. primarily sells IC products. Under the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, mainland Chinese profit-seeking enterprises or profit-seeking enterprises invested in a third area are not allowed to engage in business activities in Taiwan without permission from the competent authority and without establishing a branch or office in Taiwan.

Prosecutors stated that Shen Chi-te was recruited by GigaDevice in 2021 to serve as the East Asia Sales Director, responsible for sales operations in Taiwan. He rented an office in Taipei City as GigaDevice's operating base in Taiwan.

According to the prosecution's investigation, starting in 2022, Shen Chi-te successively recruited former colleagues from Texas Instruments Industrial Co., Ltd., including individuals surnamed Chen, Hu, Huang, and Yan, to engage in IC product sales, customer service, and related business activities for GigaDevice in Taiwan, promoting and selling GigaDevice's IC products to Taiwanese technology companies.

Prosecutors found that to evade investigation, GigaDevice did not arrange general company insurance for Shen Chi-te and others in Taiwan, and paid salaries by remitting US dollars from Singapore and Hong Kong through an offshore human resources company established in Singapore.

The Taipei District Prosecutors Office last year directed the Ministry of Justice Investigation Bureau to conduct a search operation, summoning Shen Chi-te for questioning, after which he was released on bail of NT$500,000. (Editor: Li Ming-tsung) 1150511
