He hopes to create a city that is child-friendly, family-supportive, and most nurturing for motherhood.
Today, coinciding with Mother's Day, Lai Rui-lung released his "Three Major Pledges for Loving Mothers" municipal vision via press release. Lai Rui-lung stated that in the face of declining birthrates, rising childcare costs, and increased family care pressures, childcare is no longer the sole responsibility of individual families but an important issue that the city must collectively bear.
The "Three Major Pledges for Loving Mothers" first addresses childcare support, proposing to increase birth subsidies to NT$50,000 per child, add childcare allowances, launch the nation's first exclusive gift for pregnant women, the "Happy Breastfeeding Pillow," move towards the goal of "one public nursery per elementary school district," and establish the "Kaohsiung Childcare Fund," among other initiatives.
In addition, it will upgrade parent-child centers, inclusive playgrounds, and composite small children's libraries, while integrating infant and child health development and early intervention support systems.
Secondly, regarding mother care, it will expand pre-pregnancy health checks, pregnancy and childbirth medical consultation, and mental health support. It will promote postpartum home care, father's parenting health education, and offer "60-hour extended care vouchers per child," subsidizing 60 hours of extended care annually for children enrolled in all public and quasi-public nurseries. For children with special needs, an additional subsidy will be provided for up to 100 hours annually, allowing parents to use it flexibly according to their needs. Simultaneously, it will combine community service points and other systems to build a more comprehensive care network.
Finally, it will promote assistance for women returning to the workforce, family-friendly workplaces, and support for entrepreneurship, vocational training, and digital skills. It will also strengthen assistance for new immigrant women and expand platforms for women's participation in public affairs and city governance.
