The Prosecutors Association of the Republic of China issued a press release stating that "second-instance permanent prosecutors" are important cadres of the national prosecutorial system and candidates for future leadership positions, thus the related selection system should be carefully planned.
The Prosecutors Association pointed out that the system for second-instance permanent prosecutors, along with the current systems for first-instance prosecutors promoted to second-instance (the "three-year-specialists" who return to first-instance after three years, and the "two-year-specialists" who gain experience in second-instance and return to first-instance after two years), all belong to the personnel development aspect for prosecutors.
