President and Peña Witness Signing of 3 Taiwan-Paraguay Cooperation Documents, Deepening Bilateral Relations

(Central News Agency reporter Wu Shu-wei, Taipei, 9th) The Ministry of Foreign Affairs today stated that President Lai Ching-te and President Santiago Peña of the Republic of Paraguay jointly witnessed the signing ceremony of the "Memorandum of Understanding on Cooperation for the Taiwan-Paraguay Sovereign AI Computing Center Investment Project," the "Memorandum of Understanding on Taiwan-Paraguay Cybersecurity Cooperation," and the "Treaty on Mutual Legal Assistance in Criminal Matters between Taiwan and Paraguay" yesterday. These three cooperation documents will continue to deepen the partnership between the two countries.

The Ministry of Foreign Affairs issued a press release this morning, stating that President Peña (also translated as Benia), who is on a state visit to Taiwan, and President Lai jointly witnessed the signing of the three documents. Paraguayan Foreign Minister Rubén Ramírez signed the "Memorandum of Understanding on Cooperation for the Taiwan-Paraguay Sovereign AI Computing Center Investment Project" with Minister of Foreign Affairs Joseph Wu, the "Memorandum of Understanding on Taiwan-Paraguay Cybersecurity Cooperation" with Minister of Digital Affairs Audrey Tang, and the "Treaty on Mutual Legal Assistance in Criminal Matters between Taiwan and Paraguay" with Minister of Justice Tsai Ching-hsiang.

The Ministry of Foreign Affairs explained that the three cooperation documents demonstrate the firm commitment of both countries to continuously deepen their partnership in the fields of justice, digital governance, cybersecurity, and smart technology.

Regarding the "Memorandum of Understanding on Cooperation for the Taiwan-Paraguay Sovereign AI Computing Center Investment Project," the Ministry of Foreign Affairs stated that it is an important milestone for both sides to promote cooperation in the artificial intelligence industry. It is also the world's first cooperation initiative for two countries to jointly build AI computing infrastructure. It will combine Taiwan's high-tech capabilities with Paraguay's abundant green energy advantages to jointly build sovereign AI computing infrastructure, promote Paraguay's industrial upgrade, respond to the computing power and energy demands driven by global AI development, and further deepen Taiwan-Paraguay technological and strategic industrial cooperation.

The Ministry of Foreign Affairs explained that the plan will be implemented by a binational entity, the "Binational Digital Entity," established with equal participation from both governments, promoting it with mutual benefit, transparency, and the use of clean, trustworthy technology free from authoritarian influence. After the signing of the memorandum, a feasibility and due diligence assessment will first be conducted to determine a trial phase with approximately 10MW of computing capacity, to be established through a bilateral agreement, to verify the project's technical, operational, and commercial parameters for use by sovereign and government agencies.

The Ministry of Foreign Affairs mentioned that after the successful trial phase, subsequent stages will coordinate with private investors and international partners to expand to 100MW of computing capacity through jointly planned investment tools, ultimately developing into a hyperscale facility of up to 1GW.

Regarding the "Memorandum of Understanding on Taiwan-Paraguay Cybersecurity Cooperation," the Ministry of Foreign Affairs explained that it focuses on aspects such as cybersecurity policy exchanges, sharing of cyberattack intelligence, and cybersecurity talent exchanges, to strengthen the two countries' ability to respond to emerging cybersecurity threats and digital resilience.

As for the "Treaty on Mutual Legal Assistance in Criminal Matters between Taiwan and Paraguay," the Ministry of Foreign Affairs stated that it aims to establish a cooperation mechanism between Taiwan and Paraguay in matters such as criminal case investigation, evidence acquisition, exchange of criminal records, and cross-border law enforcement cooperation, demonstrating the determination to jointly combat transnational crime, enhance the effectiveness of judicial cooperation, and maintain the rule of law and social security.

The Ministry of Foreign Affairs mentioned that the Republic of China and Paraguay have maintained diplomatic relations for 69 years, and their friendship is strong. In recent years, under the framework of the "Project for Prosperous Allies," they have continuously combined their respective advantageous fields to develop diverse cooperation projects. The three cooperation documents signed this time highlight the common vision of the two countries to work together to promote technological development and strengthen government governance.
