(Central News Agency reporter Lin Qiaolian, Kaohsiung 9th) The Kaohsiung City Health Bureau yesterday inspected two branches of Aierli Clinic, during which multiple deficiencies were found, including expired controlled drugs, inaccurate medical record entries, and incomplete anesthesia records. Among these, the failure to properly separate and manage expired controlled drugs could result in a maximum fine of NT$5 million.
The Health Bureau yesterday inspected "Boai Aierli Clinic" in Zuoying District and Aierli Clinic in Xinxing District. The Health Bureau stated today via a press release that multiple violations were found yesterday. Severe penalties will be imposed according to the law for illegal and violating cases, and the bureau will continue to cooperate with police investigations.
The Health Bureau pointed out that Boai Aierli Clinic had deficiencies such as missing the name of the medical institution on controlled drug prescriptions. A fine of NT$60,000 to NT$300,000 will be imposed in accordance with the "Controlled Drugs Management Act."
In addition, the medical records at the Boai branch involved inaccurate entries and missing records. Relevant data is currently being investigated and compared, and if verified to be true later, penalties will be imposed according to law.
The Health Bureau also found expired controlled drugs at the Aierli Clinic in Xinxing District yesterday, and they were not properly separated and managed as required. The Health Bureau stated that this deficiency violates the "Pharmacist Act" and will be subject to a fine of NT$30,000 to NT$5 million according to law.
Inspectors also found incomplete anesthesia records and a lack of self-funded medical consent forms at the scene. If it is later verified that medical records were not produced according to regulations or contained false entries, a fine of NT$50,000 to NT$250,000 will be imposed according to law.
The Health Bureau emphasized that the completeness of medical records and the management of controlled drugs are related to patient safety and medical quality, and are also responsibilities that medical institutions must fulfill according to law. Currently, the hard drive of the clinic's electronic medical record host has been seized by the police. The Health Bureau will fully cooperate with judicial investigations and continue to strengthen medical institution inspections to protect citizens' health and medical rights.
