(Central News Agency reporter Wang Cheng-Chung, Taipei, 8th) The Legislative Yuan today passed the 'Special Act for the Procurement of National Security and Strengthening Asymmetric Combat Capabilities Plan' on its third reading. Kuomintang (KMT) Chairperson Cheng Li-Wen stated that the legislature cannot become a rubber stamp for the executive branch, and that the KMT and TPP very responsibly upheld the basic principles and bottom line of Taiwan's legislative operations.

The Legislative Yuan today passed the 'Special Act for the Procurement of National Security and Strengthening Asymmetric Combat Capabilities Plan' on its third reading, stipulating a budget cap of NT$300 billion for the first batch of military procurements and NT$480 billion for the second batch, with implementation from the date of promulgation until December 31, 2033 (122nd year of the Republic of China calendar).

After the act's third reading and passage, KMT Legislative Caucus Convener Fu Kun-Chi, Secretary-General Lin Pei-Shiang, and Chief Deputy Secretary-General Hsu Yu-Chen led all KMT legislators to hold a press conference in front of the Legislative Yuan chamber this afternoon. KMT Chairperson Cheng Li-Wen also specially visited the Legislative Yuan to greet the KMT legislators, and TPP Chairperson Huang Kuo-Chang also led 8 TPP legislators to attend the press conference together.

Cheng Li-Wen stated that today, the KMT and TPP very responsibly upheld the basic principles and bottom line of Taiwan's legislative operations, preventing the legislature from becoming a rubber stamp for the executive branch, and providing a clear explanation and response to the public.

Cheng Li-Wen said that the biggest difference between the KMT-TPP alliance and the Democratic Progressive Party (DPP) is that they do not make empty promises or tell blatant lies. She criticized the DPP government's NT$1.25 trillion blank check, which, under the guise of defending Taiwan and upholding national defense, was actually a dishonest act, unclear and without substance, attempting to muddy the waters and thereby delaying truly important military procurements from the U.S.

Cheng Li-Wen stated that the opposition parties are very clear in their support for U.S. government-authorized and certified military procurement content, because only this offers assurance. She expressed gratitude to the opposition legislators for their dedication and professional discussions, helping to uphold clear principles and bottom lines.

Cheng Li-Wen said that Taiwan's national security must stand firm on two legs: sufficient and strong defensive capabilities, and relentless efforts and determination to seek cross-strait peace, expanding cross-strait dialogue and exchanges, stabilizing cross-strait peaceful relations, and completely eliminating all possibilities of war and military conflict.

Cheng Li-Wen stated that eliminating all possibilities of war and moving towards a peaceful broad path is the KMT's most solemn promise to the Taiwanese people. She believes that only peace and assured national defense can truly protect Taiwan, which is the true manifestation of loving Taiwan.

Fu Kun-Chi stated that after very democratic internal discussions and extensive adoption of diverse opinions, the KMT today, together with the TPP legislative caucus, safeguarded Taiwan's security and the public's treasury. The KMT prioritizes national defense security and international needs as its primary goal, with a consistent objective: supporting Taiwan-U.S. military procurements and crushing all malpractices. The KMT and TPP will fully supervise and fight to the end to protect the rights of all citizens. (Editor: Hsieh Chia-Chen) 2026/05/08
