The act stipulates that the budget ceiling for the first batch of military procurement letters of offer and acceptance (LOA) is NT$300 billion, and for the second batch, NT$480 billion. The Executive Yuan must submit a special report within one month of the act's passage, and only after obtaining legislative consent can it prepare the budget proposal, which then must be sent to the Legislative Yuan for review within two months.

The Legislative Yuan today passed the 'Special Act on Safeguarding National Security and Strengthening Asymmetric Combat Capabilities Procurement' in its third reading. It specifies procurement items including M109A7 self-propelled howitzers, HIMARS multiple rocket launcher systems, anti-armor drone missile systems, Javelin anti-tank missiles, TOW 2B anti-tank missiles, and military procurement items approved by the U.S. government within one year after the act's implementation, such as soft-kill/hard-kill mixed counter-drone systems, various types of anti-ballistic and air defense missiles, medium-to-low altitude air defense systems, and replenishment of anti-tank missile war reserves.

The third reading of the act also stipulates that the Executive Yuan shall, within one month after the act's passage, submit a special report to the Legislative Yuan regarding the first batch of LOA budget proposal. This report must cover military procurement items, amounts, effectiveness, and delivery status over the past five years, how the acquired military build-up will effectively enhance joint combat capabilities, the procurement timelines, expected delivery times, full life-cycle maintenance costs, and measures for maintaining military personnel, logistics support, and information communication system maintenance after procurement. The budget proposal can only be prepared after obtaining legislative consent. The same applies to the second batch of LOA budget proposal.

After the Legislative Yuan approves the aforementioned special reports, the Executive Yuan shall submit the first batch of LOA budget proposal to the Legislative Yuan for review within two months; the same applies to the second batch of LOA budget proposal.

In addition, to prevent military expansion from squeezing social welfare expenditures, the third reading of the act stipulates that during the period of this act's implementation, the social welfare expenditures budgeted in each annual central government general budget proposal shall not be less than the social welfare expenditures budgeted in the central government general budget proposal for fiscal year 115.

To ensure budget execution and safeguard national security, the third reading of the act stipulates that the competent authority shall specially manage and assess the implementation of the plans listed in this act, and shall report the progress and performance to the Legislative Yuan every session. The competent authority and its superior authorities shall execute and implement oversight mechanisms in accordance with the law to ensure that defense budgets are indeed invested in combat capability building.

Regarding the implementation period of the special act and special budget, the third reading of the act stipulates that it shall be effective from the date of promulgation until December 31, 122 (Republic of China calendar). For parts of the budget that have not been executed by the end of the special act and special budget implementation period, the period may be extended with the consent of the Legislative Yuan if necessary.
