The Taitung County Government planned to build a parking lot at the intersection of Xinsheng Road and Nanjing Road in Taitung City. The 2nd to 4th floors and the rooftop are planned to provide 303 car parking spaces, with reserved space for future expansion into charging spaces; in addition, there will be 165 motorcycle parking spaces. The underground level of the parking lot is planned as a social welfare space, providing multi-functional social services; the first floor above ground will have commercial space.

At the end of November 2024, the Taitung County Government grandly held the groundbreaking ceremony, and construction began in February 2025, with completion expected in May this year. Unexpectedly, construction completely stalled after only half a year due to contractual disputes, with the current progress remaining at around 5%, attracting public attention.

During today's regular session of the Taitung County Council, the Taitung County Government's Construction Department presented its report. Democratic Progressive Party County Councilor Chien Wei-kuo questioned Construction Department Director Tsai Sheng-hsiung, stating that this parking lot, originally scheduled for completion in May this year and regarded as an important political achievement, now has no definite date for resumption of work and may not be completed during County Mayor Rao Ching-ling's term.

Tsai Sheng-hsiung replied that the main reason is that the underground structure designed by the turnkey contractor does not conform to the requirements specified by the county government. Although the review committee determined that the contractor needed to make improvements, the contractor's attitude was firm and refused to revise, so the dispute between the two parties has been submitted to the Public Construction Commission of the Executive Yuan for mediation.

Tsai Sheng-hsiung stated that since both parties still need to submit written reports for the Public Construction Commission's review, it is currently impossible to predict the exact completion time, and they can only await the mediation recommendations.

Chien Wei-kuo then stated that the NT$700 million construction cost of this parking lot was questioned by the public as an "exorbitant price." He cited the Taitung County Library Main Branch as an example, pointing out that the total cost of the library was about NT$450 million, and the entire building is for human use. In contrast, the "Parking Lot 5" multi-story parking lot, whose main function is parking, has a budget soaring to NT$700 million. He worried that the county government's attempt to add "added value" such as social welfare facilities and commercial spaces within the parking lot would complicate the case, making it difficult to proceed after bidding, and even leading to a disproportionate cost-benefit ratio.

Tsai Sheng-hsiung explained that the so-called "exorbitant price" is mostly a misunderstanding by the public. Compared with the building unit price of NT$80,000 per ping 10 years ago, there is indeed a gap, but considering the current market price of about NT$200,000 per ping for public buildings, the unit price of this project is even lower than in other counties and cities. The main reason is the significant increase in material prices and labor costs in recent years. He emphasized that the core of the current project's stagnation is purely a dispute over the underground structure, and not due to the multi-functional planning affecting the progress.
