The construction management is being handled by the Northern Engineering Division of the National Land Management Agency, Ministry of Interior. The new examination center is estimated to be completed in August 2030, and will include computerized testing rooms, dedicated model examination rooms for disabled candidates, and a flat parking space planned for the basement level.

The Ministry of Examination currently manages four buildings related to examination affairs, including the National Examination Center, but the facilities and equipment of these buildings are gradually aging, and their serviceability urgently needs improvement. Therefore, the Ministry of Examination is promoting the 'National Examination Seclusion and Digital Multifunctional Examination Center Building New Construction Project.' Today, a groundbreaking ceremony was held, attended by Examination Yuan President Chou Hung-hsien, Minister of Examination Liu Meng-chi, Minister of Civil Service Shih Neng-chieh, Chairperson of the Civil Service Protection and Training Commission Tsai Hsiu-chuan, and Deputy Director-General Huang Yi-yung of the Northern Engineering Division of the National Land Management Agency, Ministry of Interior.

After the ceremony, the National Land Management Agency stated in a press release that the spatial layout and hardware/software facilities planned for the old National Examination Center in earlier years have not kept pace with the development of information and communication technology. Therefore, the Ministry of Interior is actively assisting in the construction of professional facilities that combine examination seclusion and digital multifunctional examination centers, to align with the Ministry of Examination's response to the international mainstream trend of diversified talent selection for national examinations. This involves reforms and innovations in test question production, examination environment, and related digital facilities, combining AI artificial intelligence applications to deepen the digital transformation of national examinations and reshape the credibility of the national examination system.

The Northern Engineering Division of the National Land Management Agency will handle the construction and contract performance management after the groundbreaking. The National Land Management Agency stated that the total project cost is NT$1.309 billion, with an estimated completion in August 2030. The new building will have a total floor area of 16,995 square meters, equipped with computerized testing rooms, oral examination rooms, practical examination rooms, and dedicated model examination rooms for disabled candidates. The basement level will also be planned for flat parking spaces, available for examinees and nearby residents to rent.

The National Land Management Agency explained that the building has obtained silver-level green building and qualified smart building candidate certificates, with an energy efficiency rating of 1+. It will establish a new landmark for national examinations with a modern, simple, and stable exterior style. Huang Yi-yung stated at the groundbreaking ceremony that the new building will plan professional spatial layouts and hardware/software facilities according to the digital and diversified needs of national examinations, providing examinees with a more comfortable and fair competitive examination environment.
