The Maritime and Port Bureau stated that it plans to invest NT$2.45 billion to promote industry upgrading and transformation, focusing on leading green transformation, smart innovation, strengthening talent cultivation, and building a shipping industry ecosystem.

Yeh Hsieh-lung, Director-General of the Ministry of Transportation and Communications' Maritime and Port Bureau, pointed out at a press conference today that as an island nation, Taiwan relies on ocean transportation for over 95% of its import and export cargo, and the three major container shipping companies control 10% of global key shipping capacity. The government has been committed to completing commercial port construction plans, achieving world-renowned success in Taiwan's maritime strength.

Yeh Hsieh-lung mentioned that the shipping industry is highly linked to international situations, especially with rapid changes in global political and economic situations since the pandemic. In addition to facing the dual challenges of sustainable and smart transformation, important issues such as talent cultivation and the creation of an industrial ecosystem also require a comprehensive inventory of needs. Through systematic integration of cross-ministerial resources, creating an industrial development environment, and proposing complete policy planning, the goal is to promote the sustainable development and growth of Taiwan's shipping industry and ensure international competitiveness.

The Ministry of Transportation and Communications recently approved the "Shipping Industry Upgrade Program (115 to 118)" report submitted by the Maritime and Port Bureau. The core framework of the program covers four major aspects: "Leading Green Transformation," "Promoting Smart Innovation," "Strengthening Talent Cultivation," and "Building a Shipping Industry Ecosystem." Based on this, 17 execution strategies and 48 specific action plans have been proposed.

Regarding green transformation, Yeh Hsieh-lung stated that the Bureau will blueprint a net-zero maritime plan, formulate carbon reduction guidelines, and promote green financing. It will also encourage alternative energy vessels to participate in the island-wide container blue highway, aligning with the global 2050 net-zero transformation pathway.

In terms of smart innovation, Yeh Hsieh-lung pointed out that the focus will be on improving port and shipping digital management efficiency, establishing a Port Community System (PCS) data exchange platform, and optimizing port and shipping operational efficiency through digital innovation applications, while simultaneously assisting operators in strengthening their digital competitive strength.

As for talent cultivation, Yeh Hsieh-lung stated that the core is to enhance the global competitiveness of Taiwan's maritime talent. In addition to stably cultivating young people, non-maritime backgrounds, and alternative energy crew members, professional shipping courses will also be offered to shipping practitioners and graduating students from maritime academies, building a diverse and complete talent cultivation system.

In the shipping industry ecosystem section, Yeh Hsieh-lung pointed out that the plan is to establish a "Shipping Industry Development Research Center," introduce international maritime resources, and link industry-academia-research commercial service chains. It aims to cultivate high-level management and cross-domain elites, promote the sustainable development of the shipping industry, and create a prosperous port and shipping industry ecosystem.

Yeh Hsieh-lung stated that this program is estimated to invest NT$2.45 billion. The subsequent promotion of each action plan, which belongs to projects requiring individual approval, will be handled and executed by the respective responsible agencies after reporting in accordance with relevant regulations.
