(Central News Agency reporter Shen Ru-feng, Keelung, 8th) The planning for the second phase of the Keelung MRT (Badu to Keelung) route has recently become a topic of discussion. The Keelung City Government today stated that after evaluation, the 'Makkin Road option' is superior and will be recommended to the Ministry of Transportation as the most optimal solution, with no technical issues regarding tunnel excavation.
Chen Yao-chuan, Deputy Secretary-General of the Keelung City Government, held a press conference today at the city hall, stating that two routes were initially proposed for the second phase of the Keelung MRT: the 'Makkin Road option' and the 'Taiwan Railway Corridor option.'
The 'Makkin Road option' starts from Badu Station, goes through Guoan Road, then turns left into Makkin Road, crosses National Freeway 1, then turns right to Anle Road Section 2, Anle Road Section 1, Zhongshan 1st Road, and finally reaches Keelung Railway Station. The 'Taiwan Railway Corridor option' follows the Taiwan Railway corridor from Badu Station, passing through Sankeng Station all the way to Keelung Railway Station.
He pointed out that through comprehensive evaluation, quantitative comparisons were made in terms of transportation efficiency, engineering feasibility, land acquisition, and environmental landscape. Furthermore, the overall urban development potential was comprehensively reviewed. Among these, the 'Makkin Road option' performed better in terms of service coverage, land development potential, and long-term public transportation benefits. The initial evaluation results were submitted to the Ministry of Transportation for review on March 18, and the interim review for the second-phase feasibility study was completed on April 21, with further progress to be made.
Regarding external opinions that the 'Taiwan Railway Corridor option' is more time-saving and convenient, and questions about the 'Makkin Road option' involving tunnel excavation and demolition of private houses, Chen Yao-chuan responded that route selection must return to overall professional analysis rather than being judged by a single factor. The evaluation content covers construction methods, traffic impact, land acquisition, demolition impact, future development potential, and public transportation benefits. He emphasized that with current technology, there are no issues with tunnel excavation.
Chen Yao-chuan explained that the width of the Taiwan Railway corridor is limited. Under the premise of maintaining normal double-track operation, there is insufficient space to accommodate an additional double-track MRT. Moreover, the existing National Freeway 1 elevated road and Chenggong Overpass have insufficient span clearance along the route. If the same corridor option were adopted, the bridge piers would face demolition and reconstruction, which would not only be highly challenging for construction but also significantly impact existing traffic. Keelung MRT is not just a single transportation project; it also concerns the overall urban development and the完善 of the public transportation network, thus requiring prudent planning from a long-term perspective.
Chen Yao-chuan stated that the 'Makkin Road option' is the preferred option. Local briefing sessions will be held subsequently and included in the final report. The feasibility report will be submitted to the Ministry of Transportation for review by the end of the year; in principle, both the 'Taiwan Railway Corridor option' and the 'Makkin Road option' will be submitted, but the 'Makkin Road option' will be recommended as the preferred one.
