The first and second instances sentenced Tsai Chang-kun to 5 years and 6 months in prison and 4 years deprivation of civil rights for the crime of extortion by abusing power under the Anti-Corruption Act. The Supreme Court rejected the appeal, and the verdict is now final.

According to the judgment, the German Ta-Te Group developed land-based wind power under the name of Chuangwei Company. Due to the huge profits from the wind power construction project, it attracted covetousness. Tsai Chang-kun, then Mailiao Township Chief, for personal gain, used his position as township chief to issue a document ordering Chuangwei Company to stop work, and under the guise of fighting for compensation and rebates for the villagers, he instigated protests.

The judgment pointed out that Ta-Te Energy Company, fearing that a one-month work stoppage would cause severe cost losses, entrusted then Yunlin County Council Speaker Shen Tsung-lung to invite Tsai Chang-kun and others to meet to resolve the issue. An "agreement" was reached to pay NT$3.2 million, calculated at NT$400,000 per wind turbine for 8 wind turbines installed in Mailiao, and this amount was delivered.

Tsai Chang-kun also demanded that the Ta-Te Group pay "profits from contracted pipeline engineering" and assigned part of the project to his friend Chen Ying-nan. However, Chen Ying-nan did not meet the contracting conditions and did not obtain the contracted engineering profits.

The first and second instances sentenced Tsai Chang-kun to 5 years and 6 months in prison and 4 years deprivation of civil rights for the crime of extortion by abusing power under the Anti-Corruption Act.
