Manila, May 8 (CNA correspondent Lin Hsing-chien) – Leaders of the Association of Southeast Asian Nations (ASEAN) today adopted several important documents at their summit, further strengthening ASEAN cooperation in key areas such as maritime affairs, climate change, and AI applications.
The 48th ASEAN Summit was held today in Cebu, a metropolitan area in central Philippines. Philippine President Ferdinand Marcos Jr. stated at a press conference after the summit that leaders had adopted the "ASEAN Leaders' Declaration on Maritime Cooperation."
This document reaffirms ASEAN's collective commitment to strengthening maritime cooperation and highlights the multifaceted nature of maritime issues, while also proposing the establishment of an ASEAN Maritime Centre in the Philippines.
Another document is the "ASEAN Declaration on the Empowerment of Youth in Climate Action and Disaster Resilience," which recognizes the role of youth in mitigating climate risks and preparing for disasters.
According to a press release from the Philippine Presidential Communications Office (PCO), other adopted documents include the "ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework," aimed at strengthening regional coordination capabilities in emergency situations.
The summit also affirmed the application of digital innovations, particularly artificial intelligence (AI) and digital tools, to enhance energy forecasting, food system monitoring, and social security services, on the premise that relevant technologies must be built upon human judgment, accountability mechanisms, and global standards.
Marcos Jr. also looks forward to further strengthening cooperation on major initiatives through support from the Asian Development Bank (ADB) program, including the ASEAN Power Grid, ASEAN Capital Markets Initiative, AI capacity building, blue economy, and resilient rivers.
Another important outcome is the adoption of the "Cebu Protocol" to amend the "ASEAN Charter," strengthening the institutional framework of the regional community, accelerating East Timor's full integration into ASEAN, and responding to evolving regional challenges.
This is the first revision of the "ASEAN Charter" since its signing in 2007.
This year also marks the first year of ASEAN's implementation of the "ASEAN Community Vision 2045." ASEAN leaders also affirmed the region's efforts and progress in the three pillars of political-security, economic, and socio-cultural communities. (Editor: Wei Shu) 1150508
