(Central News Agency Reporter Chao Ching-yu, Taipei, May 7) The eighth board of directors of the Public Television Service (PTS) has been unable to be formed for a long time. Regarding the eligibility of PTS Chairman Hu Yuan-hui, Kuomintang (KMT) Legislator Lo Chih-chiang today asked Hu Yuan-hui to leave the meeting before the Legislative Yuan's Education and Culture Committee convened. Hu Yuan-hui subsequently left. Minister of Culture Li Yuan expressed protest.
Lo Chih-chiang stated that this was not directed at Chairman Hu Yuan-hui personally, but was based on legal principles. The Legislative Yuan has passed an amendment to the "PTS Act," officially removing the "extension clause," and the bill was promulgated and implemented by the President on February 4, 115 (2026).
Lo Chih-chiang stated that without the extension clause, according to the law passed by the Legislative Yuan and promulgated by the President, Hu Yuan-hui's current status is "former chairman" rather than current chairman. This involves the principles and dignity of the Legislative Yuan, and also respects the law promulgated by the President. The dignity of the law must be given priority, and he asked the chairman to proceed with procedural handling.
Lo Ting-wei, convener of the Education and Culture Committee, subsequently stated that since the relevant law has been passed through its third reading and promulgated by the President, it must be handled in accordance with the law after it takes effect, and he hoped that all parties would jointly abide by legal procedures. Hu Yuan-hui then left the venue.
Hu Yuan-hui, after leaving the meeting, told the media that PTS's position is to handle matters in accordance with the provisions of the "Foundations Act" and past practices. In the absence of explicit provisions in the "PTS Act," if the next board of directors has not yet been formed, the original board of directors should continue to serve to fulfill the responsibilities of a public media.
Hu Yuan-hui stated that if PTS does not have a board of directors, the impact will be enormous, and all important work plans will not be able to proceed. It will be unable to approve policy functions with financial institutions, and the handling of equipment rental and leasing will not be able to be promoted.
Hu Yuan-hui stated that in the operation of the Legislative Yuan, he respects the decision of the Legislative Yuan, which is a basic principle. "But on the other hand, I also hope that the Legislative Yuan can understand that our actions are based on legal principles and are for the development rights of PTS and the interests of all citizens. It is indeed regrettable that such a situation occurred where I was asked to leave."
Hu Yuan-hui stated that according to legal provisions, PTS directors and supervisors need to be reviewed by a "review committee" nominated by the Legislative Yuan. Currently, some of the review committee members nominated by the Legislative Yuan have resigned, making it impossible to form a committee for review. The responsibility for this stalled review progress should not be borne by the current PTS board of directors and supervisors.
Hu Yuan-hui stated that the PTS board of directors and supervisors have twice issued statements emphasizing that they hope the handover will be as quick as possible. "Only by completing the re-election as soon as possible will it be the best outcome for corporate governance and the welfare of all citizens."
The term of the 7th PTS board of directors and supervisors expired on May 19, 2025, and has been more than 11 months since then. In mid-December 2025, the Executive Yuan proposed 14 director candidates, including Chu Tsong-ching and Stan Shih. On December 31, 2025, the first review meeting for directors and supervisors was held, and only 4 director candidates, including Chu Tsong-ching, passed the review. 7 directors from the 7th term, including Stan Shih, were rejected, and the number of approved candidates did not meet the standard for forming a board of directors.
On March 12 this year, the Executive Yuan again nominated a list of "8th PTS Directors and Supervisors," with 10 director candidates and 1 supervisor candidate in the second round, which will be submitted to the review committee nominated by each party caucus of the Legislative Yuan. However, 8 review committee members resigned before the meeting, and the review meeting did not reach the legal quorum, making it impossible to conduct a substantive review and resulting in a failed meeting.
