Hsu Hsi-hsiang, 63, holds a master's degree in law from National Chung Hsing University. He has served as Prosecutor-General in Kinmen, Hsinchu, Changhua, and New Taipei District Prosecutors Offices, Chief Prosecutor of the Taichung Branch of the High Prosecutors Office, and Political Deputy Minister of Justice. He was also seconded to serve as Director of the Political Warfare Department of the Coast Guard Administration and Deputy Director-General of the National Security Bureau.

The Presidential Office issued a press release on March 13, stating that current Prosecutor-General Hsing Tai-chao's term would expire on May 7. President Lai Ching-te nominated Hsu Hsi-hsiang as Prosecutor-General in accordance with the Court Organization Act, requesting the Legislative Yuan to exercise its power of consent. However, the Legislative Yuan voted on this personnel consent case on May 5.
