Before formal application, citizens must first complete a structural safety performance evaluation of the building, confirm its legality, collect basic building data (such as building ownership certificates or usage licenses), and obtain consent from owners, to facilitate subsequent application and review.

Tsai Chang-chan stated that after county and city governments announce acceptance, if citizens have prepared all relevant documents and clearly understand the items they wish to apply for, they can directly submit a subsidy application to the local government. The local government will review and approve the subsidy, and then enter the construction phase. In principle, construction must be completed within one year, and extensions can be applied for up to two times depending on the situation. Payments will be made according to the progress of the project, and a construction completion report must be submitted after completion.
