(Central News Agency reporter Chen Chih-chung, Taipei, 7th) The Legislative Yuan today preliminarily approved amendments to the Public Officials Election and Recall Act and the President and Vice President Election and Recall Act, lowering the voting age from 20 to 18. Youth groups affirmed this decision and urged the Executive Yuan to quickly set an implementation date to avoid becoming an empty promise.

Today, the Legislative Yuan's Internal Administration Committee preliminarily approved lowering the voting age from 20 to 18. However, as it awaits interpretation from the Constitutional Court, an附帶決議 was passed, recommending that the Legislative Yuan's Constitutional Amendment Committee simultaneously initiate constitutional amendment work for 18-year-old civic rights.

Youth groups that have long been concerned about 18-year-old civic rights issues, including the Youth Thought Association, Generations Co-Prosperity Association, EdYouth Taiwan One Drop of Excellence Education Association, and Taiwan Alliance for Youth Rights and Welfare, jointly issued a statement today affirming the preliminary approval.

However, the statement also pointed out that the current provisions leave the effective date to be set by the Executive Yuan. If the Executive Yuan delays in setting an implementation date, the amendment may become an 'empty promise' that is 'visible but unattainable.'

Youth groups are also concerned that further delays may occur under the pretext of an attached resolution or discussion by the Constitutional Amendment Committee, effectively nullifying the achievements of the amendment.

Youth groups urged that before subsequent cross-party negotiations, the Executive Yuan should clearly explain and provide an implementation date, and the Legislative Yuan should supervise the Executive Yuan to make concrete commitments to truly implement 18-year-old civic rights.
