Police investigations revealed that the two had known each other since childhood. The 58-year-old suspect, surnamed Lee, who works in engineering, went to a restaurant on Peide Road in Keelung City with his ex-wife last night. Upon entering, he noticed the 56-year-old Mr. Lee dining and drinking with a group of friends on the first floor but ignored them and went upstairs to dine.

Around 8 PM, Mr. Lee went upstairs, claiming that the suspect owed a 'big sister' NT$800,000. The suspect retorted that this 'big sister' had long passed away and vehemently denied the debt, demanding Mr. Lee produce a promissory note as proof. An argument ensued, and Mr. Lee, leveraging his physical advantage, choked the suspect and punched him.

The suspect grabbed a beer bottle intending to intimidate the other party. Unexpectedly, Mr. Lee continued to approach, and another physical altercation broke out, with both men wrestling on the ground. During the struggle, the suspect used a broken beer bottle to cut Mr. Lee's left carotid artery, causing him to bleed profusely on the spot.

When paramedics arrived at the scene, Mr. Lee was already lying on the restaurant stairs, with someone applying pressure to stop the bleeding. Examination revealed a wound approximately 5 cm long on Mr. Lee's left neck. After initial treatment, he was sent to Keelung Hospital, Ministry of Health and Welfare. Upon arrival, Mr. Lee had lost vital signs and was pronounced dead due to excessive blood loss after emergency resuscitation.

In addition to cordoning off the restaurant for evidence collection, the police immediately arrested the suspect. The suspect claimed there was no such debt, that Mr. Lee initiated the physical attack, and he only used the beer bottle for self-defense after being assaulted. He stated that he accidentally cut the other party's left carotid artery during the struggle on the ground and did not know how that specific area was cut.
