This affects the completeness and effectiveness of epidemic prevention operations, and the Ministry of Agriculture is urged to review and improve.

The Control Yuan announced today via press release that the Finance and Economic Committee yesterday passed the investigation report submitted by Control Yuan members Chang Chu-fang, Wang Yu-ling, and Shih Chin-fang.

The Control Yuan members pointed out that the Ministry of Agriculture's Department of Animal Industry, in accordance with the Animal Husbandry Act and relevant regulations on livestock and poultry farming registration and management, handles livestock farm registration and livestock and poultry farming registration, and has established the "Livestock Farm Registration Management System." This system centrally manages the livestock administration systems of various county and city governments, from which a "Poultry Farm Registration List" can be exported.

The Control Yuan members explained that BAPHIQ implements "Enhanced Avian Influenza Prevention Measures in Autumn and Winter" annually from September to March of the following year. When avian influenza is confirmed in a poultry farm, to strengthen monitoring and control of poultry farms within a 3-kilometer radius of the confirmed farm, and for animal epidemic prevention and quarantine needs, the "Farm Integrated Information Management System" was established. This system also records poultry farm data and can export a "Poultry Farm Basic Information List," but it is not interfaced with the already established "Livestock Farm Registration Management System."

The Control Yuan members stated that the two systems were built separately according to their respective management purposes, so the historical data of poultry farms were already different from the beginning. Furthermore, due to the subsequent lack of horizontal communication between the Department of Animal Industry and BAPHIQ, both under the Ministry of Agriculture, data for some suspended, extended suspension, closed, or expired livestock farms (or farming sites) were not processed or excluded, and the systems were not cross-checked. This resulted in 1,249 poultry farms from the "Poultry Farm Registration List" not being included in the "Poultry Farm Basic Information List," leading to animal epidemic prevention agencies being unable to fully manage them, with 417 farms not included in the scope of monitoring and health visits, affecting the completeness and effectiveness of epidemic prevention operations.

The Control Yuan members mentioned that the Ministry of Agriculture, to promote agricultural information integration, information security, and service development, adjusted its original Information Center to the Department of Information. However, the current agricultural data of the Ministry of Agriculture are still dispersed across different system platforms, and system planning is not data governance-oriented. This has led to significant discrepancies in similar statistical data, such as the number of poultry farms produced by the Department of Animal Industry and BAPHIQ in this case, and should be reviewed and improved.

The Control Yuan members also noted that BAPHIQ has established the "Veterinarian Practice Continuing Education and Cross-Regional Practice Application System" to handle veterinarians' cross-regional practice applications, providing online application functions for license renewal and cross-regional practice, eliminating physical license renewal procedures. However, county and city governments can still accept paper applications, requiring manual comparison, and cross-city/county data cannot be cross-checked in real-time. The "National Veterinarian Practice and Clinic Opening Inquiry" webpage also lacks a nationally consistent real-time inquiry mechanism, increasing the risk of administrative duplication and data omission.
