(Central News Agency reporter Huang Chao-wen, Taipei, May 6th) TPASS 2.0 frequent user cashback has not been disbursed for three consecutive months, accumulating approximately NT$27.03 million. Minister of Transportation Chen Shih-kai said today that he hopes the funds will be credited to people's cards by May 25th after the procedures are completed. As for local government subsidies, they will be disbursed as soon as applications are received.
Previously, due to a delay in the Legislative Yuan's review of the 2026 central government general budget, the disbursement of TPASS 2.0 cashback for commuters was affected. Legislative Yuan party caucuses recently reached a consensus, agreeing to invite Premier Cho Jung-tai on April 21st to report on the compilation process of the 2026 central government general budget before sending it to various committees for review.
Although the Legislative Yuan had already voted on March 6th to approve the provisional expenditure of approximately NT$71.8 billion for 38 emerging projects, including NT$7.52 billion for the TPASS implementation plan, the TPASS 2.0 cashback for commuters has still accumulated for three months without being paid. As for subsidies to local governments, they were initially advanced by local governments.
Chen Shih-kai said today during a media interview before attending the Legislative Yuan's Transportation Committee meeting that he thanked the Executive Yuan for agreeing to allocate the budget. Now, as long as local governments apply to the Directorate General of Highways, the funds will be disbursed as quickly as possible according to procedures.
Chen Shih-kai pointed out that regarding the TPASS 2.0 frequent user cashback, since the budget was not approved previously, the cashback could not be credited. After the procedures are completed, it is hoped that the funds can be credited to people's cards by May 25th.
In addition, regarding the KMT New Taipei City mayoral candidate Lee Sichuan's idea for an upgraded version of the commuter monthly pass TPASS, Lee Sichuan's campaign office is considering incorporating High-Speed Rail into TPASS with an additional charge. Chen Shih-kai stated that the definition and positioning of each transportation mode are quite different, and everyone is aware that High-Speed Rail is already quite crowded in terms of capacity and ridership.
Chen Shih-kai said that what is encouraged is 'short-distance commuting,' which is different from 'long-distance demand,' and this issue has not been discussed yet.
According to statistics from the Directorate General of Highways, for commuters eligible for TPASS 2.0 frequent user cashback, 79,098 people met the conditions in January 2026, with a cashback amount of NT$8,542,378; 89,602 people in February, with a cashback amount of NT$6,848,599; and 91,905 people in March, with a cashback amount of NT$11,647,465.
