Central News Agency (Reporter Wu Hsin-yun, Taipei, May 6) – The government is promoting the "HaoYun 3 Program," increasing maternity benefits to NT$100,000 per birth starting this year. However, payments were delayed due to an unapproved budget. The Ministry of Labor announced today that the Executive Yuan has approved the execution of new project funding, and disbursements will be made sequentially before Mother's Day.

In response to the severe problem of declining birthrates, the Executive Yuan launched the "HaoYun 3 Program" this year, which includes unifying various social insurance maternity benefits to NT$100,000. Therefore, citizens giving birth to one child will receive NT$100,000, while those with twins will receive NT$200,000, with a total budget of NT$4.72 billion.

Due to the delay in budget approval this year, even those who applied could not receive the relevant benefits. However, the Ministry of Labor stated today that the Executive Yuan has approved government agencies to execute new project budgets. The increased maternity benefits of NT$100,000 will be disbursed before Mother's Day, with an estimated 18,000 people receiving retroactive payments.

Chen Mei-nu, Director of the Bureau of Labor Insurance at the Ministry of Labor, told the Central News Agency that the increased maternity benefits could not be disbursed to the public earlier because the 2026 central government general budget bill had not yet been reviewed. Applicants who applied previously will receive retroactive payments, and subsequent applicants can also receive benefits according to established procedures.

Additionally, the Ministry of Labor is introducing a new "Flexible Parental Leave" system this year. For companies with fewer than 30 employees, a NT$1,000 incentive will be given for each day an employee takes parental leave. This incentive was also delayed due to the unapproved budget.

The Ministry of Labor stated that the first employer incentives will be disbursed on May 27. Employers whose employees applied for daily parental leave between January and March this year, meet the subsidy qualifications, and completed online account registration before the 15th, will receive direct payments.
