The Nantou County Environmental Protection Bureau received a complaint and confirmed the situation in 2024. The prosecutor's investigation into Chang and 21 other defendants for violating the Waste Disposal Act has recently concluded, and they have been indicted.
The Nantou District Prosecutors Office stated today that a man surnamed Chang provided his land in Lugu Township to an operator group led by a man surnamed Kuo and several drivers. Between April and May 2024, they transported construction waste, including rebar, asphalt, concrete blocks, water pipes, plastic sheets, and concrete Jersey barriers, from an unknown construction site in northern Taiwan and illegally dumped and stockpiled it, then covered it with non-waste soil and aggregate.
The Nantou District Prosecutors Office stated that Chang knew that providing land for backfilling and stockpiling waste without approval from the competent authority was illegal. In order to level his land, Chang, with the intent to provide land for waste disposal, agreed with Kuo to provide the land free of charge for backfilling. Kuo and 18 other defendants knew that they were not allowed to clear or dispose of waste without obtaining permits, but still transported and dumped construction waste onto Chang's land.

They found that a total area of 1,632.114 square meters and 28,790.5 metric tons of construction waste had been illegally backfilled. Eight tractors involved in the operation were seized.
