Kinmen County Magistrate Chen Fu-hai stated that the project not only considers disaster prevention but also aims to build recreational facilities extending from the Kinmen Bridge area.

The Kinmen County Government held the groundbreaking prayer ceremony for the "Kinmen County Huxia Embankment Adaptation Project" at the Huxia Embankment in Jincheng Township today. Kinmen County Magistrate Chen Fu-hai, Director Guo Jian-hong of the Water Resources Agency's Eighth River Management Office, and others attended.

According to information provided by the Kinmen County Government's Public Works Department, this project is commissioned by the Eighth River Management Office to the Kinmen County Public Works Department for bidding, construction, supervision, and acceptance, covering the section from Huxia Embankment's oyster cultivation watchtower to the Kinmen Bridge. The project content includes foreshore thickening (sand and gravel backfill and rock riprap placement) and improvement of the embankment top space and recreational facilities, aiming to integrate local culture, tourism, and industrial resources to enhance disaster prevention while also considering regional development.

Magistrate Chen Fu-hai stated in his speech that in addition to disaster prevention and safety considerations, the Huxia Embankment Adaptation Project also involves building recreational environments extending from the Kinmen Bridge area, as the scenery around the Kinmen Bridge is beautiful. The budget for this project is fully funded by the central government, and if there are any shortfalls, the county government and council will also assist.

In the Public Works Department's press release, Chen Fu-hai said that with the increasing frequency of extreme weather, traditional hard defense facilities are gradually facing challenges. This project introduces the concept of adaptive engineering, no longer relying solely on towering concrete walls, but enhancing the resilience of the coastal zone against strong wave impacts through the integration of engineering technology and the natural environment.

Guo Jian-hong told a Central News Agency reporter in an interview that the current embankment has a three-sided smooth structure, which lacks public accessibility and waterfront amenity, and appears monotonous and abrupt visually. This construction method includes placing riprap on the foreshore, making it more accessible to the public while also providing disaster prevention and mitigation functions.
