The investment attraction is expected to officially launch in the second half of this year at the earliest, with plans to reconstruct the site into a mixed-use commercial and residential building.

Completed in 1991, the Golden Empire Building was located in the prime area in front of Yuanlin Train Station. It once housed a shopping mall, food court, cinema, and roller skating rink, serving as an iconic landmark in Yuanlin. However, after the 921 earthquake, its structure was damaged, and due to long-term lack of management and complex property rights, many spaces were left idle. The county government allocated a total budget of NT$81 million for its demolition. The project scope covers the Golden Empire Building and the public dormitory complex to its east, marking Changhua's first public urban renewal project.

The county government first demolished the public dormitory complex in March last year, and began demolishing the Golden Empire Building in April. The demolition is expected to be completed in the third quarter of this year. A local resident surnamed Huang stated that seeing the tall building turn into flat ground has broadened the view, a change he is not quite used to, but he looks forward to the new face of the area injecting vitality into the locality.

The Changhua County Construction Department stated that this case adopts a dual-track strategy of "government mandatorily demolishing first, and simultaneously initiating preliminary urban renewal planning." The public review is mainly to align with market demands and understand the suggestions of potential applicants. After consolidating the data, if approved, the investment attraction is expected to officially launch in the second half of this year at the earliest.

According to the public review documents, to extend the commercial axis around Yuanlin Station and drive the regeneration of the old downtown area, the project should allocate commercial spaces and provide residential spaces to increase the diversity of urban living functions. Public welfare facilities include a police station, community-based long-term care facilities and daycare centers, a labor affairs office teaching space and mediation room, and cultural and artistic exhibition spaces.
