The Yunlin District Prosecutor's Office stated that Prosecutor Chuang Ko-hui visited an underground gravel quarry in Mailiao Township last September for an inspection and randomly checked shipping documents for gravel trucks. She found significant discrepancies between the shipping records and actual vehicle flow and contents, suspecting that legal documents were used to conceal illegal dumping of waste.

The special task force's investigation revealed that a construction company in Taipei, contracted for the Taichung Dongfeng Life Circle tunnel project, was working in a cemetery area. The vice manager, surnamed Chuang (47), to save NT$2,000 per ton in disposal fees, falsely declared construction waste containing urns, tombstones, and discarded bricks as general soil. He then signed a distant soil transportation contract for NT$800 per ton with a Mr. Yu (63), the head of a company in New Taipei City.

The prosecutor stated that Mr. Yu and Mr. Liu (66) and others, fully aware of the nature of the soil source, made false contracts to obtain illicit profits, concealing the fact that the soil did not actually enter soil and gravel treatment facilities. Furthermore, after the gravel trucks entered the facilities, they only circulated within the site, and weigh station personnel collected the shipping documents, making it appear on paper that the soil had been "processed." Then, Mr. Liao, the head of the soil and gravel treatment facility, issued weighbridge slips and other documents, successfully creating a seemingly legal but in fact completely unprocessed soil disposal and illegal backfilling operation.

Following the trail, the prosecutor discovered that the case involved multiple fleet teams working in divisions. Mr. Liu established a LINE group to control the entire process, managing soil removal times, vehicle entry and exit order, and disposal locations. Through multi-layered subcontracting, shell companies, and segmented contracts, they deliberately severed direct connections between layers, invisibly creating firewalls that made it difficult for fleet drivers, landowners, and intermediaries to identify the overall criminal structure.

Finally, Mr. Chou (47), the head of an energy technology company, and others targeted low-lying agricultural land and fish farms, using phrases like "free backfilling" and "improving topography" to lower landowners' guard, illegally backfilling the soil.

The prosecutor calculated that the construction company saved over NT$63 million in disposal fees by falsely reporting the soil's nature, while Mr. Yu, Mr. Liu, and others gained over NT$16 million in illicit profits. A total of 1,500 truckloads of waste soil were illegally transported, and nearly 20,000 square meters, equivalent to two standard football fields, were illegally backfilled and dumped in Taichung, Yunlin, and Changhua counties.
