The Resource Circulation Administration of the Ministry of Environment today announced the 'Circular Product and Circular Service Promotion Operational Guidelines,' encouraging enterprises to engage in the circular economy, producing products that reduce resource consumption, use fully recyclable materials, or incorporate recycled content. Simultaneously, it promotes the reuse of packaging containers and repair services to extend product lifecycles.

The Resource Circulation Administration issued a press release stating that any product or service that can reduce the use of natural resources, adopt a single material for full recyclability, be made from recycled materials, or extend its lifecycle through reuse and repair, can apply to the Administration for the use of the circular mark.

The Administration explained that the first batch of circular product and service items is expected to be announced progressively by the end of May, covering five major categories: textiles, plastics, glass containers, circular services, and inorganic materials, encompassing diverse product and service types. The circular mark can generally be used for three years and can be extended once for a maximum of six years if there are no technical specification adjustments.

In addition to promoting and encouraging various businesses to apply for the circular mark, the Administration will simultaneously publicize and promote public-private sector circular procurement matching, and encourage general consumers to prioritize purchasing circular marked products and services.

For example, this year's green procurement performance evaluation items for the Ministry of Environment have been expanded to include the procurement amount of circular marked products and services by public and private sectors. The aim is to lead the private sector through public initiatives, laying the foundation for Taiwanese enterprises to transform and develop a circular economy and shape a circular society.
